Managing coastal flood risk to residential properties in England: integrating spatial planning, engineering and insurance

Flooding is the most damaging natural hazard in England today. Coastal flood risk management aims to reduce impacts of coastal flooding through adaptation measures including spatial planning, engineered hard and soft interventions, insurance. Yet there are few reviews which collectively assess these measures. This paper characterise evaluate policy across engineering insurance approaches, focusing on their ability manage residential properties. An analysis literature government reports reveals that together approaches address different dimensions risk. Nonetheless, three legislated regulated relative isolation, current formation have contrary implications for existing future developments. There also further scope increase resilience defence social environmental uncertainties financing, governance climate change. We recommend research strategies give greater consideration multiple conjunction, continuing expand integration between approaches.
